וַֽיִּקְרְאוּ֙ אֶל־הַמֶּ֔לֶךְ וַיֵּצֵ֧א אֲלֵהֶ֛ם אֶלְיָקִ֥ים בֶּן־חִלְקִיָּ֖הוּ אֲשֶׁ֣ר עַל־הַבָּ֑יִת וְשֶׁבְנָה֙ הַסֹּפֵ֔ר וְיוֹאָ֥ח בֶּן־אָסָ֖ף הַמַּזְכִּֽיר׃
And when they had called to the king, there came out to them Eliakim the son of Hilkiah, who was over the household, and Shebnah the scribe, and Joah the son of Asaph the recorder.

The recorder. [Who determines] which judgment came first before the king, that it be adjudicated first.13Rashi in Yeshayohu 36:3 defines מזכיר, as “the writer of the records in the annals.”
